Plaintiff: Hugo Roman

Incident date: 07/23/2012

Location: 836 W. Wellington Ave.

Allegations:

After attending a benefit gathering for a close friend who had recently committed suicide, Roman was driving his car and hit a tree. He was rushed to the hospital, where he was treated for several injuries, including a head wound and several fractured vertebrae. The next day, Officer Jeschke arrived and handcuffed Roman's hands behind his back, forcing him to walk out of the hospital's intensive care unit despite his injuries. Jeschke drove Roman to Cook County Jail without securing him with a seatbelt, causing Roman, who was unable to support himself, to bounce around the back of the paddy wagon. At the jail, Roman was denied a chair during the hours-long booking process. Wearing a neck brace and with cuts across his face from the accident, Roman complained of immense pain. Cook County Sheriff's officers placed Roman in shackles and transported him to Cermak Health Services. Several days later, a judge ordered Roman's release. Despite the judge's order, officers returned Roman to Cermak and, two weeks later, transferred him to Cook County Jail. Roman was released one week later following another judge's order.
