Allegations:

Bowers was at home with her son J.S., 15; her daughter Washington, 19; and Washington's boyfriend, Rollins, 21, when Officers Millan and Plovanich entered the home without a warrant or consent. The officers struck J.S. in the head and broke his cellphone, and threw Rollins to the ground and began beating him. The officers illegally searched Bowers' home, dumping clothes and personal belongings on the floor and destroying furniture. The officers arrested Rollins and falsely charged him with solicitation of unlawful business. About five months later, the charge against Rollins was dismissed.
