Allegations:
Cobige was arrested for a nonviolent criminal offense and taken to a police station. She was placed in a jail cell, where she began experiencing symptoms of a serious illness. Although Cobige repeatedly asked to receive medical care, the officers refused to take her to a hospital. The next morning, Officers Dimilanta and Czarniecki took Cobige to the courthouse for her bond hearing. Before leaving, Dimilanta told Cobige if she requested medical attention while at the courthouse, he would bring her back to the police station immediately. Soon after they arrived at the courthouse, a deputy sheriff noticed Cobige's symptoms and asked her if she needed medical attention. Cobige replied yes, and the deputy sheriff told the officers Cobige would not be accepted for her bond hearing until she received medical treatment. Instead, the officers took Cobige back to the police station, where hours later she died on a cell floor.
