Allegations:
Frazier was peacefully observing a protest of the NATO summit which involved veterans of the Iraq and Afghanistan wars returning medals that had been awarded to them. Officers patrolling the protest mounted their bicycles, creating a barricade and forcing everyone to move from the street to the sidewalk. One of the officers grabbed Frazier's left arm and shoved him to the ground, causing him to hit his head on a metal barricade, and the pavement. Frazier was unable to get up, and was eventually taken to the hospital for treatment.
