Allegations:
Brooks, a resident of Iowa, was a passenger in a car with three other people when Officers Wisz, Pasko, and Foley made a U-turn and stopped the car. The officers approached the car with their guns drawn, threatening Brooks and the other individuals that the officers would blow their heads off if they moved. When asked if there was anything in the car, Brooks told the officers that he had a gun and an Iowa weapons permit, which he showed them. The officers disregarded Brooks' permit and arrested him. When Brooks asked why the officers had stopped the car, the officers said there were too many black male passengers and that one of them must've been carrying drugs or guns. The officers filed a report that said Brooks had told them he was on a date, and was carrying the gun to protect himself and "his girl." Brooks was falsely charged with aggravated unlawful use of a weapon. All charges against Brooks were dropped a year and two months later.
