Allegations:

Lanking was walking down the street at night when officers pulled up in their vehicle. The officers asked Lanking to identify himself, searched him, and detained him in order to determine whether he was an offender involved in a robbery. The officers did not have a description of a suspect, so they relied on a witness, who confirmed that Lanking was not one of the offenders involved. Officers arrested Lanking anyway and filed false reports that claimed the witness had identified him as an offender. Detectives Loventy and Kischner then hid evidence and shared information with the alleged co-offender, attempting to persuade him to make a statement against Lanking. Lanking was incarcerated for 23 months before being released.
