Allegations:
Scheffel was riding his bike on South State Street when Officers Oglesby and Brown drove behind him in a car. The officers threatened Scheffel from their car and drove very close to his bike, clipping him as they approached the intersection with Roosevelt Road. After the officers hit him again, Scheffel took photos of their vehicle's license plate and of the officer who was driving. The officers seized Scheffel's bike and yelled at him, accusing him of intentionally hitting their car. The officers then flagged down a passing police car that Officers Goldsmith and Little were in. Scheffel informed the responding officers that one of the officers hit him. Officers Oglesby and Brown argued that Scheffel had tried to run away after hitting their car. The responding officers took Scheffel to a police station, where they filed false reports charging him with reckless conduct. The charges against Scheffel were dismissed four months later.
