Allegations:
Singleton and her three minor children were at home with their two dogs when Officers Murrah and Shanahan arrived. E.S. and D.S. had run after the dogs after they escaped from the backyard. Sheba, one of the dogs, was running after a neighbor's child when the officers arrived at the home. One of the officers shot once in the air, and the two of them pointed their guns at D.S. while Sheba ran back to the house and attempted to escape. Officers Murrah and Shananhan chased and shot at her more than 20 times while in front of the home and in the backyard. As the rest of the minors entered the backyard, the officers cornered Sheba and pointed their guns at the children. The officers shot and killed the dog in front of the three minors.
