Allegations:

M.H., a 14-year-old, was walking to a grocery store when Officers Payne and Snelling stopped him. The officers, who were not in uniform and did not have their badges displayed, brought M.H. into a small convenience store. Snelling ordered M.H., who was 5-feet-1-inch tall and barely 100 pounds, to tell him where he could find drugs, and hit him in the face when he denied having any drugs. The officers strip-searched M.H. and ordered him to remove his underwear, leaving him completely naked inside the store. Payne touched M.H. inappropriately during the search. The officers allowed M.H. to dress himself, and after he was dressed, Snelling struck him with a metal walking crutch he found in the back room. After the officers allowed him to leave, M.H. reported the incident and was taken to the hospital. In an attempt to cover up their misconduct, the officers unsuccessfully tried to retrieve the video from the store's surveillance camera system, which had captured the incident. Payne was suspended in October 2014 and Snelling resigned in 2016, and was never formally punishment for the incident.
