Allegations:
In 2014, Owens was arrested, charged and sentenced for manufacture and delivery of heroin to Officer Herlehy, who was undercover. Officers Pratscher and Rosen arrested Owens on the basis of an investigative alert, which signals to officers on the street that someone is wanted in connection with a crime. The officers and their supervisors, including Sergeant Artiga, were supposed to clear the investigative alert once they arrested Owens, but they failed to do so. Because of that, six weeks after his release from prison, Owens was stopped and arrested by Officers McCray and Kalafut on the basis of the same investigative alert. Owens was wrongfully incarcerated in Cook County Jail for almost two weeks due to the officers' error.
