Allegations:

Williams was driving when Officers Strazzante and Vivanco pulled him over. The officers claimed Williams failed to use his turn signal and did not signal while trying to park, so they asked for his license and registration. Williams complied, but because his hands were shaking, the officers told him to keep his hands on the wheel. The officers then pulled Williams out of his car and searched him. Strazzante claimed he found a handgun with scratched-off serial numbers. Williams was arrested and charged with unlawful use of a weapon and defacement of a firearm serial number. Because he spent five months in jail, Williams forfeited his financial aid and had to drop out of college. Charges against Williams were later dismissed.
