Allegations:

Price was in a minor car accident near the alley behind his home when Officer Rodriguez arrived. Price exited his vehicle and began filming the encounter on his phone. Rodriguez told Price to put his hands on the hood of his car. Price complied, and continued to record the encounter on his phone. Rodriguez punched Price in the face, pulled him backward and slammed him to the ground. While Price was lying facedown on the ground, Rodriguez kneeled on his back, grabbed his head and slammed Price's forehead against the pavement. Price began screaming for help as Rodriguez tried to take his phone. A few minutes later, several other officers arrived and began kicking Price as he lay on the ground. Officer Barak pepper sprayed Price, and Officer Kirschner used a Taser on Price twice. The officers handcuffed Price and continued kicking him and stomping on his head. They mocked Price for screaming for help during the incident, and took his phone. Price was charged with obstructing arrest, driving on an invalid driver's license and other charges. About seven months later, the charge of obstructing arrest was dismissed. As a result of the incident, Price suffered from black eyes, bruises, cuts and swelling.
