Allegations:
The officers arrested Dowdell for allegedly violating the Sex Offender Registration Act. According to the officers, Dowdell had provided false information regarding his address, and lived within 500 feet of a school. Although there was insufficient evidence to support that Dowdell had committed a crime, he was arrested and detained. At a bench trial in October 2011, Dowdell was found guilty and sentenced to 30 months in prison. Dowdell was incarcerated for more than 22 months before his conviction was reversed for inadequate evidence.
