Allegations:
Clemons visited his daughter's apartment around 1 a.m. and began arguing with his son-in-law. Clemons' daughter called the police and asked for an officer to come to the apartment. Officers Branch and Van Dyke responded to her call, and spoke with Clemons' son-in-law, who asked the officers to make Clemons leave. The officers took Clemons outside and began to grab, push and hit him. The officers hit Clemons in the face and head with a baton, knocking him unconscious. They threw him to the ground, handcuffed him and continued to beat him. The officers took Clemons to a police station, where he was processed and put in a cell. Clemons was released on bond several hours later, and went to a hospital, where he was treated for facial fractures, swelling, bruising, concussion, blurred visions, cuts, scrapes and migraines.
