Allegations:
Gale was walking on the sidewalk in West Garfield Park when Officers Anderson and Lawriw approached him in an unmarked squad car. Gale, who was visually impaired from severe glaucoma, also used a cane because he had recently broken his leg. Officers shouted to Gale to stop but he kept walking because he could not understand what they were saying, and because their vehicle did not have the appearance of a police car. Anderson and Lawriw got out of the car and began beating Gale, who kept telling them that he had a broken leg. Gale also told the officers that because of his glaucoma, pepper spray could make him go completely blind. The officers ignored all of these complaints. They pepper sprayed Gale and threw him to the ground, continuing to beat him. Gale was taken to a hospital for treatment of his injuries. After Gale was released, the officers charged him with resisting arrest. The charge was later dismissed.
