Allegations:

Miller drove to a grocery store, parked his car in the parking lot and entered the store. After hearing his license plate number called on the store's public address system, Miller went to the service desk. Officer Johnson met him at the desk and told him to walk to the parking lot with her. Johnson told Miller he had parked too closely to her squad car and she could not fully open her driver's side door. When Miller said he would move his car, Johnson asked to see his driver's license and insurance and told Miller she was going to give him a ticket. Miller pulled out his phone and told Johnson he was going to record their conversation on video. Miller also noted that Johnson's squad car was parked over the lines and partially in his car's space. Johnson grabbed Miller's arm, and when Miller pulled away, the officer called for backup officers. Despite Miller showing his license, Johnson arrested and handcuffed Miller and placed him in her squad car. Johnson and another officer who arrived at the scene searched Miller's car and drove Miller to a police station, where he was handcuffed to the wall in a holding cell for eight hours. Miller was charged with battery to an officer, criminal damage to property and aggravated assault of a police officer. Miller was released on bond and was told that his cellphone had been confiscated by the police. Six months later, the charges against Miller were dropped and he received his cellphone. Many of the photos and videos Miller had taken were erased from his phone.
