Case 15-CV-9354

$175,000

ILLEGAL SEARCH/SEIZURE

On duty Destroy/conceal/fabricate evidence Illegal search/seizure False arrest or report Physical force

Plaintiff: Emmanuel Williams

Incident date: 11/18/2013

Location: 5800 S. Artesian

Allegations:

Williams had just finished visiting his young son and his girlfriend at her apartment in the Gage Park neighborhood when officers pulled up and approached him as he reached his car. The officers immediately detained, handcuffed and searched him. They also searched his vehicle without his consent. Officers did not find Williams in possession of anything illegal, but they detained Williams as they continued searching the surrounding area for approximately 90 minutes. Officers found guns and drugs in one of the units of a nearby apartment building and charged Williams with 10 felony offenses related to the illegal material. The officers also gave false testimony at trial, causing Williams to be incarcerated for 14 months. He was later acquitted due to video surveillance that disproved the officers' false accounts.
