Allegations:
Williams was walking down the street with a friend when officers approached in an unmarked vehicle. The vehicle had been following Williams closely, and then did a U-turn at the intersection ahead of them so it was directly facing the two friends. Williams ran in the same direction he had been walking in, toward the vehicle, and into a backyard. The officer who had been chasing him found him lying on his back with his hands in the air. Williams did not answer the officer who asked why he had run away from him. After Williams was handcuffed, the officer stabbed him in the jaw with his handcuff key. When the other officers arrived, they asked Williams how he had gotten that cut from jumping over the gate, which is what the officer who stabbed him had told them. Williams was taken to the hospital before being released into police custody and charged with unlawful use of a weapon. Williams has a permanent scar from the incident.
