Allegations:

Cartagena was in line to enter a nightclub when two bouncers who were patting down individuals found a handgun on a person wearing a red shirt. The recovery of the gun was recorded on the club's security cameras, and the bouncers called the police. Meanwhile, Cartagena left the line and began walking away. Officers Schurman and Murphy responded to the call, spoke with the bouncers, and stopped and searched Cartagena without cause a few blocks away. The officers arrested Cartagena on suspicion of unlawful possession of a gun even though they never saw Cartagena with a gun and the security footage showed the offender wearing a red shirt. The officers signed false reports against Cartagena and fabricated a confession. Cartagena was falsely charged with and prosecuted for multiple felony offenses. He was imprisoned until the charges were dismissed six months later.
