Allegations:
Young held a barbecue at her mother's home to honor the life of her son, who was 20 when he was shot and killed by a Chicago police officer. That evening, several officers, including Officers Salvador and Kilponen, arrived and told Young to end the event. Salvador and Kilponen started yelling at Young, who began to ask visitors to leave. When Young was preparing to leave, Salvador demanded to see her identification. When she said it was in her purse inside her mother's home, Salvador said, “F**k it, you are going to jail.” He arrested Young, handcuffed her and put her in a squad car. Kilponen wrote a citation and asked Young to sign it while Salvador yelled at Young, saying he did not kill her son. Young, who did not know what the citation was for, refused to sign it. The officers took Young to a police station, where Officers Johnson and Hoover approved her arrest on charges of “storing goods in a public way.” She was held at the station for 31 hours. One month later, at her first court hearing, Young asked for and received an order of preservation for the citation and a copy of all documents related to her arrest. However, the officers failed to produce the citation. The case was closed and the charges dropped.
