Allegations:

Vaughn was spending time at a former girlfriend's apartment one winter afternoon when the two began to argue. Vaughn left the apartment, hoping she would calm down. When he returned later that evening, the argument resumed. She ordered him to leave and called the police. Vaughn left, but realized he had left his heavy winter jacket and walked back to retrieve it. While waiting to be let back into the apartment, Officers Akinbusuyi and Torres arrived at the scene and attempted to restrain and handcuff Vaughn without talking to him or his former girlfriend to assess the situation. Vaughn tried to avoid getting handcuffed, so the officers responded with more force, causing Vaughn and one or more of the officers to fall down a flight of stairs. Vaughn struck his head and face on the ground. He was then arrested and denied treatment for his injuries for several hours. The officers later falsely claimed they felt imminent danger upon seeing Vaughn alone outside the apartment.
