Allegations:
Owens arrived at a friend's house around 7 p.m. The two relaxed and talked outside on the front porch with a third friend. Around 9:30 p.m., an unmarked police car pulled up to the home, and one of the officers inside shined the car light on the three men sitting outside. The car drove away, and 10 minutes later several marked and unmarked police cars arrived at the home. Several officers ordered the men to get off the porch, and began running their names and the license plates of their cars. When Owens asked Officer Evans what was going on, he told Owens to shut up. When Owens repeated the question, Evans said if Owens did not shut up, he would lock Owens up, purposefully make mistakes on his paperwork and send him to Louisiana or Alabama. Evans told another officer to handcuff Owens, and Owens was handcuffed, searched and put in the back of a squad car even though officers found no contraband. The officers searched the home's yard and front porch with flashlights, and questioned Owens repeatedly. About 30 minutes later, Evans asked Owens to sign a drinking ticket. Since Owens had not been drinking, he refused. Evans threatened to put Owens in jail if he did not sign the ticket, but Owens refused again. Evans left Owens and returned 10 minutes later, saying he was free to go. The officers never explained why they were at the home.
