Allegations:

Payne, who was serving a two-year probation, was at home with his son and his son's mother when several probation officers arrived. Because Payne was familiar with the weekly curfew checks, he allowed them into the building and complied with their requests. The probation officers forcefully detained Payne and searched him. They then searched the home and called police after they found an antique shotgun. The officers arrested Payne and took him to the police station, where he was placed in an interrogation room. Sergeant Papioannou and an FBI agent interrogated Payne about the whereabouts of a gang member, and charged him with unlawful possession of a firearm. Payne spent 16 months in jail before the charges were dropped.
