Allegations:
Officers Johnson and Mielcarz parked their police car in front of Garfeed's home in the Humboldt Park neighborhood with the intent to arrest Garfeed. They took Garfeed into custody in the front yard, and when Garfeed asked the reason for the arrest, he was told “You know what you did.” Garfeed was handcuffed and pulled backward, falling and hitting the back of his head on the building's front gate. When he regained consciousness, Johnson and Mielcarz were trying to lift him into their police car. The officers drove Garfeed to a nearby location, and when Garfeed complained about the pain from his head injury, he was told to “Shut the f**k up.” Johnson smacked Garfeed in the face, cutting his lip, and when Garfeed protested, Johnson hit him repeatedly with both hands. Garfeed, who was handcuffed, put his head down while the officer hit him on his face, head and ear. Johnson threatened to beat him again if Garfeed continued to talk. Afraid of another beating, Garfeed stayed quiet while the officers sat in the car, waiting until they would be called to make another arrest. Soon after, the officers picked up another arrestee and drove both to a police station, where Garfeed was held overnight.
