Allegations:
After A.Q.R.'s mother was killed by his stepfather, the Illinois Department of Children and Family Services placed A.Q.R., a minor child, with a relative. Two weeks later, Officers Bradford, Moore and Ortiz and Sergeant Taglioli accompanied a woman to the home where A.Q.R. was staying. The woman had shown the officers paperwork that purported to show that she was the child's guardian. In fact, the documents showed that a judge had dismissed her petition for guardianship. The officers failed to verify the documents and helped the woman remove the child from his relative's home, causing additional trauma. The woman took the child out of state. The child was subsequently returned.
