Allegations:
Williams was driving on the city's North Side with three of his friends when Officer Barney and another officer began following them. The officers pulled the car over and approached. Barney reached inside the car, pulled Williams out and handcuffed him. No one else in the car was handcuffed. Barney walked Williams to the police car, where he was pushed onto the backseat floor and punched in the face several times. Barney choked Williams and banged his head repeatedly against the car floor. When he was done, Barney pulled Williams up by his handcuffed wrists to sit him up in the backseat. The officers let Williams' friends go, and they drove Williams to a CTA āLā station, where they released him without charging him with any crime. As a result of his injuries, Williams required medical care.
