Allegations:
As an employee of a community-based organization, Edwards was in charge of collecting biographical data on applicants to a an assistance program for low-income citizens. Edwards often worked offsite and kept her work documents at home. Edwards was at home when Officer Garcia and others forced their way inside, seizing her work documents. These papers were not returned within a reasonable time, and the seizure led to employment consequences against Edwards and the loss of services for low-income citizens. The officers portrayed Edwards in a negative light to her coworkers and her employer, and when Edwards complained, the officers reported Edwards to the city's Building Inspection Division for code violations.
