Allegations:

Palmer, who is diabetic and requires four insulin shots daily, was arrested in the morning and taken to a police station, where several officers took his insulin. Palmer told the officers several times that he needed insulin. He became weak, unable to walk and vomited several times throughout the rest of the day. The following morning, the officers transported Palmer, who was visibly dehydrated, to a hospital for medical treatment. After receiving an IV of fluids, Palmer was given the wrong type of insulin, but was transported back to the police station anyway. He did not receive medical care again until late that night, when he was taken to a different hospital where his insulin could be properly administered. On the brink of a diabetic coma, Palmer remained at the hospital for several days.
