Allegations:

Gipson was falsely arrested for theft. Even though the real thief admitted to the crime, Gipson was taken to a police station and strip-searched by Officer Morrison. Morrison told Gipson to spread his buttocks, and Morrison squeezed Gipson's genitals while searching his underwear. One or more of the officers also strip-searched and cavity-searched Gipson and engaged in sexual misconduct. The officers did not allow Gipson to post bail, and Officers Burg, Mulligan and Wilson filed false reports regarding Gipson's arrest. Officer Sears approved the cause to arrest and failed to review the tape of the theft.
