Allegations:

Cook was driving when Officers Whitmer and Jagla pulled him over and arrested him. Cook, who had severe asthma, began to have an asthma attack. Whitmer and Jagla called for Sergeant Truhlar, and Cook tried to explain that he could not breathe and needed medical care. The officers and sergeant did not provide Cook with any medical care, and Cook died.
