Allegations:
Robinson was on the street when police officers pulled up and shined a light on him, ordering him to lie down on the ground with his hands above his head. When Robinson obeyed, Officer Blomstrand kicked and stomped on Robinson's right hand, claiming Robinson was holding a gun. The officers told Robinson to get up, handcuffed him and put him in the back of the squad car. They questioned Robinson about a nearby burglary. When he had no information for them, they took him to a police station, where he asked for medical attention for his swollen hand. Lieutenant Lemeka told him to stop whining. The next day, Robinson went to a hospital, where he learned his hand was broken. Doctors put four pins in his hand to reconstruct it. Robinson was falsely charged with burglary.
