Allegations:
Morrow was driving his car to work when he hit a pothole that damaged the front of the vehicle and shredded a tire. Morrow, who is disabled and unable to move his right arm, continued driving because he was close to his destination and incapable of changing the tire. He thought he might seek help from his coworkers once he reached the office. Officers Serpe and Spataro stopped Morrow in a police vehicle and approached his car with their guns drawn. The officers ordered Morrow to show his hands, to which he replied that he could not comply because he was disabled. The officers then aggressively pulled Morrow from his car and attempted to handcuff him from behind, causing immense pain to his right arm. Bystanders shouted at the officers, saying that Morrow was handicapped, and eventually they gave up trying to move his arm behind his back, instead handcuffing him from the front. The officers drove Morrow to the police station. After discussing the incident with another officer, they left the station and returned Morrow to his parked car.
