Allegations:

Estes had pulled over to text his girlfriend when Officers Lopez and Strazzante pulled up next to him in a squad car. Strazzante tried to open the driver's side door of Estes' car, and both officers ordered Estes to get out. Through a cracked window, Estes asked the officers to call their supervisor. Strazzante then drew his gun and smashed the glass of the driver's side window. Opening the car door, Strazzante dragged Estes by his neck, pushed him against the car and directed racial slurs at him. Lopez then grabbed Estes around the neck, squeezed his Adam's apple and punched him in the face, knocking Estes back into Strazzante, who pushed him to the ground. The officers continued to punch and kick Estes, with Lopez pressing his knee into Estes' back and punching him in the right side of his face. The officers handcuffed Estes and let him lie in the street for several minutes before putting him in the squad car. As they drove to a police station, the officers threatened Estes and told him to tell the police commander he accidentally fell down. Once at the station, Estes' requests to speak with a supervisor were ignored and he was locked up, despite continued bleeding from the right side of his face. Later, Lopez and Strazzante came to the cell and ordered Estes to clean the wounds on his face with a wet napkin. They repeated that Estes would not be charged if he said he had fallen by accident. Estes was taken to a hospital, where he received multiple stitches on his face and was diagnosed with a concussion. Estes was then taken back to the station and charged. During the incident, Estes had recognized Lopez from an incident about one year earlier. Lopez had pulled Estes over without cause and conducted a search of Estes' car before letting him go.
