Allegations:

Hobson was arrested at an apartment and strip-searched. Although they didn't find anything illegal, the officers brought Hobson to a detention center nearly 12 miles away instead of the police station a few blocks from the apartment. The officers questioned Hobson about a murder investigation, and said Hobson could help himself by giving the officers information. When Hobson said he did not have any relevant information, the officers left. Later, Officers McFadden, Horton, Slechter and Gomez entered the room and pointed two Taser guns at Hobson. McFadden told Hobson to “get [his] black ass naked” or McFadden would use a Taser on Hobson “until he pissed and s**t himself.” The other officers taunted Hobson, hurling racial slurs at him and telling him to “hurry up” and “get his black ass naked right now” before he got “f**ked up” or “Tasered.” McFadden told Hobson to bend over and spread his butt cheeks. After Hobson obeyed, the officers repeatedly instructed Hobson to lift his penis and testicles, while one officer placed a Taser near Hobson's testicles and threatened to use it on his genitals. During one of the strip searches, McFadden put on dirty leather gloves and ordered Hobson to open his mouth. McFadden put several fingers in Hobson's mouth while three Tasers and a loaded gun were pointed at him. By this point, Hobson was naked and crying. McFadden then ordered Gomez to place his gun inside Hobson's mouth. Gomez held his gun inside Hobson's mouth for about three minutes, while the other officers joked that Gomez “should have put a condom on [his] gun before placing it in [Hobson's] mouth.” Hobson eventually vomited several times in the interrogation room before being transported to Cook County Jail, where he informed a doctor about intense headaches.
