Allegations:
C.G., age 17, was standing outside with several other neighborhood kids when officers approached the group. C.G. began to run away after seeing the officers. Officers Gonzalez and Hernandez chased him in their car. Gonzalez leaned out of the window and fired eleven times. C.G. was struck in the back and fell to the ground. Gonzalez got out of the car, stood over C.G. and shouted, "Mother f**ker, you want to f**king run, see how far you got!" C.G. died later that day. After C.G.'s death, the officers filed reports that stated the victim had a gun of his own, and was shot in the chest. Detective Potter told a Medical Examiner Investigator that C.G. had turned around and pointed a small semi-automatic at Gonzalez, which caused Gonzalez to draw his gun and shoot C.G. The day after C.G.'s death, the detectives investigating the crime were informed by the Cook County Medical Examiner that the victim had been shot in the back, not the chest. Despite knowing what had happened, the detectives pursued the false story and submitted a report to determine whether Gonzalez would be charged. IPRA and the State's Attorney Office declined to bring charges against Gonzalez. C.G.'s mother did not know he was shot in the back until she obtained documents from the Medical Examiner. She later learned during the discovery depositions that the officers had submitted a false report.
