Allegations:

Payne was walking with a woman shortly after midnight when Officers Acosta and Jedlink arrived in a squad car with lights and sirens blaring. The two officers got out of the car and ordered Payne to place his hands on a nearby wall. The officers said they had received a call that Payne had been bothering the woman he was with. The woman told the officers that Payne was her friend and their assistance was not needed. Acosta and Jedlink ignored the woman's repeated comments, handcuffed Payne and forced him into the police car. They arrested Payne on suspicion of domestic battery without asking whether he and the woman lived together or were related. When the officers drafted the complaint, they tried to coerce the woman to sign it. She refused, saying that Payne had done nothing wrong. Acosta signed the report, and he and Jedlink drove Payne to Cook County Jail, where he stayed for two days before he was released on bail. Two weeks later, at Payne's pretrial hearing, the woman refused to testify against him. The charge of domestic battery was dismissed.
