Allegations:
Osborn and his teenage son, residents of Kankakee, were leaving a family member's home when Officers Moya and Barajas stopped them, pointed their guns at Osborn and ordered him out of the car. Barajas began questioning Osborn about what he was doing in the area. When Osborn said he was helping a family member with home renovations, Barajas accused him of lying, cursed at him and told Moya to handcuff Osborn. Neither he nor his son was allowed to leave until a female sergeant arrived. No traffic citations were issued, and no criminal charges were filed.
