Allegations:
Woods was walking with a friend on the sidewalk along North Central Avenue when Officers Seaberry and Jones approached the two of them, then stopped and seized Woods. Seaberry searched Woods, finding no contraband or evidence of criminal activity, and then handcuffed him. The officers took him to a police station. At the station, Seaberry conducted a more intrusive search of Woods, squeezed his groin and slammed his head into a wall. Jones stood by and watched. Woods was taken to a hospital to receive treatment for his head wound. Seven months' later, after Seaberry repeatedly refused to come to court, the State's Attorney's Office dropped the aggravated battery charge against Woods.
