Allegations:
Chatman, 17, was stopped in traffic one afternoon when Officers Toth and Fry pulled into an adjacent bus lane and got out of their vehicle with guns drawn. The officers approached Chatman and ordered him to exit his vehicle with his hands up. As Officer Toth approached, Chatman ran away from the officers toward another intersection. Both officers pursued him. Toth claimed he did not shoot when Chatman made a “slight turn” while running, as he believed the teenager did not pose any serious threat. However, Fry shot Chatman four times, killing him. Chatman stood 5 feet 5 inches tall. Toth and Fry later filed misleading reports and provided inaccurate statements to investigators and the media about Chatman's actions prior to the shooting in an attempt to justify his murder.
