Allegations:
Young, who was 20, was walking to a convenience store when he heard gunshots. As Young ran away from the direction where he had heard the gunfire, Officer Watts stepped out of an unmarked police car and fired 15 shots in Young's direction. At least one of the bullets hit Young in the back, killing him. After Watts shot Young, he returned to his car and put on his bulletproof vest. Other officers arrived at the scene, but none of the officers checked to see if Young needed medical attention. Young died on the street. Officers left his body uncovered in the August heat for several hours. When Young's mother arrived to retrieve her son's body, he was lying in an alley, covered in maggots, and with his pants down.
