Fitzpatrick and Williams were near 63rd Street and Vernon Avenue when they were picked up by Officer Quarles and unidentified police officers, who brought them to a police station and forced them to participate in police lineups for the Des Plaines Police Department. After the lineups, the two men were told they could leave.
