Allegations:
Hill and his wife were driving when Officers Rubald and Habiak stopped them. The couple, who had previously lived in Minnesota, were relocating and had stopped in Chicago while on the way to Georgia. The officers, who both have a long history of repeat offenses, ordered Hill and his wife out of the car and searched the vehicle. They found an encased gun in the trunk. The officers interrogated Hill's wife, accused her of being a prostitute and, after having the car towed, left her at the side of the road. At the time, Illinois law held that encased guns could be transported through the state by out-of-state gun owners, and Hill had a proper Minnesota state firearms permit. But the officers arrested Hill and charged him with aggravated unlawful use of a weapon. During the time Hill was detained, the officers damaged his car and attempted to persuade Hill to plead guilty. Rubald fabricated information on a police report, and Habiak falsely testified at trial. Hill was released from jail a week after the incident and was eventually found not guilty of the charges in court almost two years later.
