Allegations:
Woodard was on his way to a firing range, but stopped on the way to help a friend who was being evicted. At the friend's home, a Cook County Sheriff's deputy stopped Woodard without justification. Woodard then told the deputy he was an armed security guard and that his gun was in a box in the trunk of his car. Woodard had a valid firearm owner's identification card and a security officer card with him, and his gun was unloaded, broken down and in a non-functioning state in the box. Officer Alcala arrived at the scene and took Woodard to a police station where he and Camacho charged Woodard with unlawful possession of an unregistered firearm, aggravated unlawful use of a weapon and a firearm registration violation anyway. Matual investigated the case and spoke with an Assistant State's Attorney who declined to proceed with the first two charges. The firearm registration charge was later dismissed.
