Allegations:
Hambrick, a South Dakota resident, was visiting family and friends in Chicago when police pulled him over near West 79th Street and Marshfield Avenue. Officer Rodriguez ordered Hambrick, at gunpoint, to get out of the car. Police searched the car and found a handgun, for which Hambrick held a South Dakota permit; he also had a valid Illinois firearms owner card (he had previously lived in the state). Police charged Hambrick with a weapons violation. Hambrick remained in jail for more than 12 months. The charges were later dismissed. His car was impounded and never retrieved.
