Plaintiff:
Eduardo de Jesus
Incident date:
06/03/2012
Location:
2500 W. Division St.
Allegations:
De Jesus was leaving a grocery store when Officers Astudillo and Ranallo approached him. The officers alleged that they saw him holding a clear plastic bag of cocaine. The officers handcuffed de Jesus and slammed him against the squad car. The officers arrested him and brought him to the 13th District police station, where one or both of the officers punched him in the face twice, breaking his nose, and kicked him in the ribs. Police personnel ultimately took him to a hospital to treat his injuries. De Jesus was charged with possession of a controlled substance and his epilepsy medication was confiscated. While being held at the Cook County Department of Corrections, sheriffs deputies ignored medical orders to place de Jesus in a low bunk to minimize injury should he suffer a seizure as he slept. Instead, they placed him in a high bunk. Six months later, de Jesus had a seizure and fell from his top bunk to the floor, crushing his face and causing permanent scarring.
