Allegations:
The Garcias and their children, who were two and four years-old, live in Hammond, Indiana. They drove to pick up food from a Chinese restaurant in Chicago, near the Indiana border. Ruben Garcia stayed with his children in the family's truck while his wife, Celina, went inside the restaurant. Suddenly, Officer Castillo approached the driver's side of the truck with his gun pointed at Ruben's head.
