Allegations:
Volland was driving when Officers Campbell and Sautkus pulled him over. Volland was not violating the law and asked the officers why he'd been stopped. They told him he had been swerving “all over the road,” and that he must be drunk. Volland said he was sober and that he hadn't been swerving. The officers began cursing at Volland, and he asked to speak with a supervisor. The officers refused, so Volland said he'd have to call one. Campbell pepper-sprayed Volland in the face and the officers pulled him out of the car onto the ground, where they handcuffed him. Volland hit his head and face on the pavement during the arrest but never resisted. The officers went through Volland's pockets and discarded his personal belongings in the street. The officers placed Volland in the back of a police car, still handcuffed and bleeding. He was was taken to a hospital for treatment of his injuries. A blood sample revealed no alcohol in his system. Campbell and Sautkus wrote false reports at the station accusing Volland of various offenses, including battery and resisting arrest. Volland was released from custody the next day. A jury later found Volland not guilty on all charges.
