Allegations:

Hill left his apartment and was walking down the street when an unmarked police car pulled up behind him. Officers Santiago and Reynoso got out of the car and told Hill to freeze. Hill asked why he was being stopped, and the officers told him to put his hands on the car. The officers then unbuckled and unzipped Hill's pants and pulled them down, searching the inside of Hill's underwear and touching his genitals. The officers also searched Hill's socks and pockets, but did not find any illegal items. The officers removed Hill's driver's license from his pocket, and when Hill tried to pull his pants back up, the officers grabbed his right arm, twisted his wrist and pulled it far behind his back. Hill heard his wrist pop, and screamed out that he had a prior wrist condition and that he was hurt. The officers ridiculed Hill, handcuffed him, and forced him to wait with his body bent over the police car while they ran his driver's license. The officers eventually removed the handcuffs and drove away. Many people on the street witnessed the incident, including some of Hill's neighbors. Hill sought treatment for his wrist injury, which required surgery.
