Allegations:

Williams was beaten when he was arrested by Officers Carroll and Bracamontes. Carroll kicked him in his back; as he fell to the ground, Carroll continued to punch, kick and knee Williams. Carroll then yelled at Williams, told him to “stop resisting” and asked him what he was hiding. Bracamontes kicked Williams a few times then stepped on Williams' face, smashing and twisting it. When Williams urinated on himself during the attack, the officers laughed and joked about it. When he asked to be taken to a hospital, Carroll said he would charge Williams with aggravated battery and added that at least he did not “Rodney King him.” The injuries caused paralysis on the left side of Williams' body, confined him to a wheelchair and led to a variety of chronic health problems.
