Allegations:

John Doe is a black-Hispanic high school student who lives with his mother in the mostly white Garfield Ridge neighborhood. In April 2010, when he was 14, Doe and two friends were walking in the neighborhood when Officers Handzel and Madia pulled up to them in squad cars and ordered them to stop. The officers ordered the boys to put their hands on the hood of the police vehicle, and searched their clothing. The officers handcuffed the boys and placed them in the back of a squad car. They were taken to the 8th District station, where Officer Handzel, who also lives in Garfield Ridge, pushed Doe up against the wall and told him that "niggers and spics did not belong in this neighborhood. Doe was detained for several hours and charged with reckless misconduct. Soon after
